CMA is subdivided into four departments headed by Directors who report to the Chief Executive Officer (CEO). The departments are:
1. Department of Research and Market Development
There are three components under this department, namely, research,market development, as well as communication and public relations. CMA conducts research to ensure that the Authority is up to speed with the trends in regulation and market supervision. The research outcome is helps to inform policy and legal aspects of the sector. Under market development, CMA reaches out to potential issuers and investors through various educational tools to ensure that they are well informed and educated before participating in the market. This component is coordinated by the under this directorate.
Communication is a very important function at the Authority. While the CEO is the chief spokesperson of the Authority, the directorate is responsible for planning and implementing the Authority’s communication activities in line with our mandate, maintaining good relationships with the external stakeholders, and ensuring that the image of the Authority is well maintained.
2. Department of Legal and Board Affairs
A core part of the CMA’s role is to regulate the capital markets industry. The Legal and Board Affairs department is responsible for the drafting of all laws that apply in the capital markets industry. This department is also responsible for providing company legal advisory and Board secretarial services.
3. Department of Market Supervision
This department supervises all operations in the market, including licensee operations. Market supervision is an integral part of the general financial market because of the nature of operations, and the complexity with which business is done. CMA’s main objective is investor protection and one of the ways of ensuring this is addressing investor complaints. All complaints related to capital markets activity are handled by the market supervision team, who also regularly inspect market intermediaries to ensure that they comply with the requirements for their various licenses.
The department also handles applications for the various licenses and issuance of securities, and works closely with the Exchanges in the supervision of the listed entities.
4. Department of Corporate Affairs
This arm of the CMA is responsible for the day to day running of the organization and includes finance, human resources, and administration and support services.
Procurement and Disposal of Assets
As a public entity, CMA complies with the Public Procurement and Disposal of Public Assets Act, with regard to procurement of goods and/or services, as well as disposal of assets. The procurement and disposal function of the Authority falls under the CEO's office since the CEO also doubles as the Accounting Officer and is overseen by the Procurement Specialist.
